Heh... Almost sounds like they're suggesting using snow tires year round. (BTW, studs and chains are illegal here because of the damage they cause to the road when it's not covered with snow/ice, which around here is most of the time. My mom used to use studded tires when I was a kid.)

Our road (Highway 4) also requires either winter treas tires or chains being carried in the vehicle between Oct 31 and Apr 01. I kind of question this as all the times I've crossed Sutton's Pass in the snow (and that pass can get quite nasty) I've never had a problem. And I only run all season tires on my truck. Living on the coast I don't need winter tires to get around town. And we only get snow a couple times in the winter anyway.
I've seen chained-up vehicles in the ditch on our highway while I've glided past without problem. This tells me that the driver chained up and experienced a false sense of security and thought he could travel at summer highway speeds. Whereas I, knowing my tires are not the best in the snow, have switched into 4wd for better handling, SLOWED DOWN, and driven to the conditions. Besides, I have chains in the truck, and the law only says I have to carry them, NOT use them.
Unfortunately in this province, it seems the gov't is producing way too many laws in cases where common sense should prevail.

Hi Mike:
I remember a few years back when there was a snow storm one Saturday on the west of the island. DW and I headed out from Pacific Sands, in our 4x4 Ram CTD, and after we passed 3 cars off the side of the road thought better of traveling any further. We did get to the craft fair in Ucluelet on Sunday.
I don't think the all seasons worked well that day. The snow was really something and that road, with the slightly swooping turns coming out of Tofino, well!

ORC Ann. 5589.08 (2004) § 5589.08. (a) For purposes of this section, "studded tire" means any tire designed for use on a vehicle, and quipped with metal studs or studs of wear-resisting material that project beyond the tread of the traction surface of the tire; and "motor vehicle," "street or highway," "public safety vehicle," and "school bus" have the same meaning as given those terms in section 4511.01 of the Revised Code. (B) No person shall operate any motor vehicle, other than a public safety vehicle or school bus, that is equipped with studded tires on any street or highway in this state, except during the period from the first day of November of each year through the fifteenth day of April of the succeeding year. (C) This section does not apply to the use of tire chains when there is snow or ice on the streets or highways where such chains are being used, or the immediate vicinity thereof.

Hi Roy,
You probably made a wise decision that day. We check the road reports and whatnot prior to departing town, but our concensus is if it's raining at home (and the computer is counting the moisture), then chances are it's snowing in Sutton's Pass. We then weigh the risk of travel vs importance of the trip. There's been more than a few times we've stayed home for that very reason.
But, as I stated before, I do carry chains in the truck in the winter. And that's all the "law" states. Doesn't say you have to use them at all, just carry them. I'm guessing the "lawmakers" decided to leave some level of common sense to the driver to figure out when the chains might actually be needed.
On a similar note, my truck's tires are going to need replacement soon. I figure to look for a decent set of good quality all season's (that should set me back about $1500 or so), plus a set of 4 tire chains (real ones, not cable), and a $2 chain installation kit (read: short piece of 2x4). I figure this should be sufficient to get us around this rock without any issue.
