We were at a RV Rally last year speaking, and the WA, OR, and ID state parks were the speakers before me. All three of speakers said they required background checks and fingerprinting. However made no mention of who pays.
No matter the reason, you turn down an offer for a position pay or non pay, please let the employer know why. Sometimes they have no clue why they can not get employees, and so many times it is something as simple as a $40.00 fee.
Yes I agree, never pay to work, and especially never pay to give your time away.

Your sarcastic and unnecessary comment aside, I would rather imagine that in this economy, he has all the hired help he needs and probably has more waiting to apply.

I have spent a good deal of time doing temporary work and have been an employee of the State of Ohio and various other entities. I have been fingerprinted several times in the course of this. The employer pays for the entire background check anywhere I work, other than up to $5 or so that I will cover rather than wait for reimbursement. Background checks are a reasonable way to do business; paying to work is not.

Yes, we ran into that in CA....as we had volunteered for several prior years with the SP, we refused to pay the fee. The park ended up getting us fingerprinted at no cost to us.
Incidentally...that was one of the reasons we stopped volunteering for CA SP....after 5 years

Definately would refuse to pay for it if volunteering. That would be the first sign they don't treat volunteers well.

Hay If I'm VOLUNTEERING they pay for every thing.
I live in a town where they want you to voluunteer for everything.
The Tree Huggers and Liberial jerks take advantage over all the old retired people, and the old people do the volunteering just to have something to do...

So what made your comment necessary? You had nothing to contribute.
To the OP,I volunteered for the Oregon BLM this summer and was given a joint position with the BLM and the County that I was staying in. The County even provided me with a pickup truck/gas card that I kept at my campsite for the 3+ month duration of my volunteer position. I was only required to have a background check, no fingerprinting. BC was not at my expense.
If the plan is so great, why doesn't it sell itself?

Hopefully that is NOT the case, and with his attitude towards honest people, maybe his company wont be looking much longer.
