95 south to
I-10 east
I-20 east
I-35 north
I-29 north

Out of the way, but it is the flattest.

I think Bugs Bunny covered that one - make a left toin in Albuquerque.

Seriously the east route up I-25 through Denver doesn't have much for hills or you could go further east - I think its 83 that comes up at about Weyburn. Its so flat its boring.

Another possibility is I-15 to Salt Lake and then I-80 east. We did that one winter - there's not much for hills south of SLC but I can't remember what was on 80 east of SLC - there must be some hills in there though. Even in pretty high elevations the US interstate system is such a wonderful infrastructure that you hardly notice the hills.

As you leave SLC eastbound on I80 you have to climb Parley's canyon. The grade begins shortly after entering the canyon and continues to Kimball Junction. Once over that though I80 is virtually flat all the way through South Pass.
