My laptop did not have a dvd decoder on it so I downloaded one. Now there is a conflict and the sound card has been disabeled. It is a compaq running xp. Any ideas where to start?

I would uninstall the decoder or use System Restore to go back then find a different decoder and install that one.

This laptop is 1 1/2 years old and came with vista. After my step daughter crashed it in college, I put a new hard drive in it and loaded it with xp. My tech buddy says the problem is making the software believe it is vista. I think I am going to reload the soundcard driver for the manufacturer and try that.

Not sure about "making the software believe it is vista" if you are running XP but your plan sounds like an excellent idea!

Reinstalling the sound drivers might help but you may need to remove the offending Codec first which is what started the problem in the first place.
Playing with the Codecs is a sure fire way to mess up a PC.
Once you get your sound card working again, I would recommend downloading and installing VLC Player instead of using Windows Media player for DVDs, CDs, flash videos and such. VLC installs its own Codecs which will not clash with built in Windows Codecs.
VLC is a free download!

You may also want to give the freeware Media Player Classic Home Cinema a try, and see if you're experiencing the same issue. Is this happening on both commercial DVD and DVD-R discs? Also, did you install the latest video drivers for your graphics card?

I have only tried commercial movies. It could possibly be that I don't have vlc entirely figured out, but I do notthink that is the problem.

We finally have success. My only real mistake was buying a program. I took that off and my other problems were solved. I tried the VLC but could not get it to work either so I took it back off. When I tried the classic media player download, everything works now. Thanks.
