And now we return to the regularly scheduled topic. I can understand a background check,drug test, and finger printing. I cannot understand a volunteer having to pay for it. The way it works for most places in our area is this. The applicant pays for the drug test and if it comes back negative your are reimbursed for the test. The Folks that do require a background check pay for them and fingerprinting is just now being talked about for employees and volunteers. I personally have no problem with any of it as long as they do not ask me to pay for it.

The company I work for pays for pre-employment physicals and drug testing.
The only time that we charge the employee is if they were to quit in a short period of time after hiring. Then they are charged for all tests and for administration paperwork.
As far as fingerprinting, I have noticed it mostly in government, whether state or federal, positions. This should be at the expense of the employer or agency doing the hiring. If you don't want to be printed, then you just forfeit hiring for that employer.

I know that the schools in our area make you pay for the tests. Since the company I work for builds schools, we must fingerprint all our employees that will be on site. Our company pays for this and the background checks.

In some areas the CA state parks have an agreement with the local police to perform the background checks for free. We are currently volunteering in the Ventura, CA area (in a state park) and did not have to pay for the fingerprinting or background check.

I do not mean to imply that I have any issue with a park or other agency wanting a background check before you are brought inn as a volunteer. In fact, to me if you will be in a position with contact with children, the agency should run such checks.
We have worked in positions where we took children on nature walks, historic tours and several other such duties. I think that in times like this it would be irresponsible of such agencies to fail to run background checks. The fingerprint issue also would not bother me, only being expected to pay to have it done. But it is not true that you can't get a national background check on people with no fingerprints.
You should see what you can easily get from the internet services for very little cost, with no finger prints or SS or DL numbers. There is a great deal of information out there and fingerprints are more to charge people than to learn their history.
With so many agencies happy to have us without the fingerprints and never asking us to pay for the background check, why should we volunteer for any agency who thinks that we should pay for the privilege? We have now volunteered at nine different national wildlife refuges, three national parks, state parks and historic sites in parks/historic sites in seven states(Idaho as mentioned was one), county parks in three states(both Washington & California), non-park state agencies in three additional states, and a handful of other organizations. In at least half of them we have been asked to supply our SS & DL numbers for a background check and to sign giving permission for such checks. Not one of those places have asked us to pay for that service.

If they want you, they will pay for the background check and fingerprinting. If they don't then move on to someone else.
Paying jobs may be in short supply in this day and time but when you work for free they just aren't that hard to find.
What's next, they'll make you pay for training and your ongoing supervision? Government run agencies just don't seem very smart. I can't wait until they run the health care system.
