I am starting a mobile food business. I was going to convert a 60's vintage trailer for the business. Since we will be traveling to music festivals and other overnight destinations, I would need a tow vehicle for the food trailer and another to tow our pop-up. Recently I saw an old retired mini school bus that had been converted to a food vendor and realized if I could use a similar bus to tow the pop-up we'd only have to take one vehicle. What do you think?

I don't see why not...
IF the engine has the power, I don't think I would try it with one of the old Chevy inline 6s.

I think anything is possible. Are short busses not built on 350/0 chasis? I'd think it would pull a tent trailer like it wasn't there.

Only the DETAILS will tell you You're asking something like "can I store my stuff in a box?" Depends on the stuff and the box

Every short school bus that I have seen was on a 3500 chassis. It would pull a pop-up fine. School busses are generally geared low. Don't expect to cruise at 70 mph.

If a mini bus could haul 20 one-hundred pound kids, it sure could haul a pop up around. Looks like fun.

hmmm, you must be a young'un.
School bus mods were the rage in the '50's/'60's/early '70's around here for being converted into campers. Their biggest problem was most folks that could afford the money to do it right just bought a Minnie Winnie or a class C.
Many private RV parks/campgrounds won't let them in for obvious reasons.

I thinks the bus will be the tow vehicle not converted into a camper. Heck, a food vendor at a campground could be a welcome vistor to some!

Yes, to clarify: the bus would not be a camper, just a vending vehicle and tow vehicle. I would not be vending in regular campgrounds but at festivals where people camp for several days.

Off topic but how do you handle all the needed temporary food service permits?
